Sincerely, Tom Killion Catholic Schools WeekThis week, the Senate unanimously adopted Senate Resolution 256, which designates the week of January 28 through February 3, 2018 as “Catholic Schools Week” in Pennsylvania. I was the primary sponsor of this resolution, which has a broad-based list of co-sponsors representing all areas of the Commonwealth. Catholic schools play an important role in our communities throughout the state, and I appreciate all that they do for the children and families of the 9th District. Fiduciary Access to Digital Assets ActOn Monday of this week, the Senate unanimously approved legislation that I introduced as Senate Bill 827, known as the Fiduciary Access to Digital Assets Act. This bill is based on proposed legislation developed by the Uniform Law Commission and will give people the power to plan for the management and disposition of their digital assets in the same way they can make plans for their tangible property: by providing instructions in a will, trust, or power of attorney. Senate Bill 827 is the product of several stakeholder meetings that took place over the course of the past year, and conducted with numerous individuals and interests. The stakeholders included: Uniform Law Commission and their Fiduciary Access to Digital Assets Committee; PA Bar Association and their Real Property, Probate and Trust Law Section; PA Bankers Association; Joint State Government Commission; Apple: Google; NetChoice; Amazon; and more recently the Administrative Office of Pennsylvania Courts (AOPC). According to the National Conference of State Legislatures (NCSL), there are 42 states that have passed laws related to digital assets. There are at least 30 states that have introduced legislation related to digital assets; 17 states enacted over the last year, including New Jersey and Ohio. Senate Bill 827 will now go to the House of Representatives for consideration. Assistance for Veterans AvailableI have begun a partnership with the Pennsylvania American Legion to assist veterans at my Brookhaven office, located at 4110 Edgmont Avenue. A representative from this organization will be at my office on Wednesday, February 28, 2018 from 10 a.m. to 2 p.m. I would like to encourage veterans and their families who have questions about benefits and programs to schedule an appointment for these assistance hours. Appointments can be made by contacting the office at (610) 447 – 3163. This service will be offered the fourth Wednesday of each month. Pre-Apprentice and Apprenticeship Grant ProgramThe Department of Community and Economic Development is offering grant opportunities through the Pre-Apprentice and Apprenticeship Grant Program (Apprenticeship Program). The Apprenticeship Program is a statewide program offering assistance to registered pre-apprentice and apprenticeship programs. The goal is to increase apprenticeship availability to Pennsylvania employers to assist them with their talent recruitment and development. Apprenticeship Program grants may be used to cover expenses related to the instruction that complements on-the-job learning. DCED will accept grant proposals from any sponsor operating an apprenticeship program in the commonwealth, irrespective of whether the sponsor employs the apprentice. Proof of a Certificate of Registration is required for the Pre-Apprentice and Apprenticeship program. Visit the Pennsylvania Department of Labor and Industry's website to learn more about registering your apprenticeship to be eligible for the Apprenticeship Program.
